Barbara Shogren Lies
Ombudspeson Shoegren Lies has been involved in workers compensation since 1983 when she served as a Vocational Expert. In 2001 she became involved in ADR cases as an Ombudsperson and now serves as an Ombudsperson for 10 different carveouts. In addition to workers compensation, she has worked with the PeaceCorps as well as conducted counseling and job training for high school students and the mentally challenged. In addition to serving as an Ombudsperson, Ms. Lies has found time to co-author a book on carveouts called Alternative Dispute Resolution Handbook and give seminars to help educate the workers compensation community on the advantages of ADR.
Leonard Silberman
After graduating from Hastings Law School, Retired Judge Leonard Silberman because his legal carrier as a workers compensation defense attorney SCIF in 1971. He went on to work as a partner at Zonni, Ginocchio and Taylor for 20 years before staring Silberman Law Offices. He continued as a defense attorney until he became a Judge at the Santa Ana WCAB where he served as a judge for seven years until 2012. Judge Silberman wrote a number of books on Vocational Rehabilitation in the 90s, and then went on to write books on 132a. Most recently, since his retirement, Judge Silberman mediates and arbitrates carveout cases and has written a book on Carveouts with Barbara Shoegren Liens and Robert Wilyard entitled Alternative Dispute Resolution Handbook.
