    After a brief look at Janus and the continuing attacks on collective bargaining in the public sector, and on the ideologically-charged attacks on the value of public sector work, this lecture considers some of the ways that governments and their unions are finding new approaches to labor relations. The lecture discusses some versions of members-only representation and analyzes their strengths and weaknesses from the standpoint of employers, employees, and the public. Then, using the example of teachers’ unions and their practice of bargaining for the common good, the lecture calls for legislatures and public employee relations boards to take a fresh look at the mandatory-permissive distinction in public sector bargaining. It’s possible that employers, employees, and the public would be better served by abandoning the mandatory-permissive distinction and envisioning public sector bargaining as a multilateral and public process in which the public, agencies, and unions can come together to discuss how government can better deliver services in the public interest.
