    USEPA has recently invoked Title VI of the Civil Rights Act of 1964 to further environmental justice, including the threatened veto of an air quality plan for fine particulates in the San Joaquin Valley, and a coalition is asking USEPA to invoke Title VI to protect Delta water quality. In the meantime, the Supreme Court is considering invoking Title VI to block affirmative action in college admissions. This panel will discuss whether Title VI should be viewed as a useful tool or a dead letter.
