California Governor Gavin Newsom signed SB 91 on January 29, 2021, which provides rental assistance payments and extended eviction protections for tenants who have been financially impacted by COVID-19, among other things. This program will take a deep dive into SB 91 to discuss mandatory noticing requirements for landlords, the new state rental assistance program, and the extension of the statewide eviction moratorium.

Olivia A. Dopler
Olivia Dopler is a partner at Steven Adair MacDonald & Partners, P.C., which specializes in landlord-tenant and other real estatelitigation matters in the San Francisco Bay Area. Olivia represents landlords and tenants in a variety of legal disputes including residential and commercial unlawful detainers and other civil actions (including those for breach of contract, habitability claims, and violations of rent ordinance provisions). Her practice focuses on rent and eviction-controlled jurisdictions, where she regularly handles fault-based, owner move-in, and Ellis Act evictions, as well as buyout negotiations. Olivia has tried cases in civil court, represented clients in rent board arbitrations, mediated disputes, and negotiated numerous settlements on behalf of her clients. Olivia has also been named to the Northern California “Rising Stars” list published in the Super Lawyers Magazines from 2018-2020, an honor awardedto only 2.5% of attorneys in the state.
Anna Liu, Partner
Anna Liu is a partner at Steven Adair MacDonald & Partners, P.C. in San Francisco, CA and focuses her practice on real estate litigation. She represents clients in a variety of real property matters including commercial and residential landlord-tenant actions, co-ownership, and buyer-seller disputes. Anna is active in the legal community and serves on the Executive Committee of the Bar Association of San Francisco Barristers Solo and Small Firm Section and on the Executive Committee of the California Lawyers Association Real Property Law Section. Anna is a frequent speaker for various organizations including the California Lawyers Association, Bar Association of San Francisco, and Asian American Bar Association of the Greater Bay Area. Anna also made an appearance on Legal Talk Network to discuss California’s varied short-term rental regulations, and has published articles for the California Lawyers Association, the San Francisco Daily Journal and California State Bar Real Property Journal. Anna was awarded the Outstanding Barrister Award from the Bar Association of San Francisco in 2020 and named to the Northern California “Rising Stars” list published by Super Lawyers Magazine in 2017, 2018, 2019, and 2020, a distinction reserved for only 2.5% of attorneys in Northern California.
