California’s beloved coastline offers invaluable recreation opportunities for beachgoers, and coastal access is a right enshrined in the California Constitution. However, there are still many instances where beach is cut off to the general public, whether it be through actions and claims of private property owners like at Martin’s Beach and Hollister Ranch or inequities of current coastal access opportunities. This panel will explore the recent high-profile beach access cases, involving public agencies, private property owners, nonprofit activists and political figures, as well as focus on how environmental justice plays in to regulating and managing coastal resources, including access to the beach. The panel will also explore recent issues posed by COVID-19 with respect to beach closures and phased reopenings and how they intersect with environmental justice.
