    There is a worldwide rush to develop energy storage systems to integrate and enable diversified, reliable, and readily dispatchable resource portfolios of clean and affordable energy. California’s vibrant energy storage market includes world-leading energy storage procurement mandates for electricity suppliers, behind-the-meter energy storage incentives and large energy storage facilities such as the 400 MW Moss Landing Energy Storage Facility. At a community level, municipal and tribal governments have turned to innovative solar+storage microgrids to provide stable energy resources for critical facilities during extreme weather and times when the grid falters. At the grid-scale, California is mandating energy storage projects as an alternative to traditional transmission line upgrades and enabling markets for the aggregation of behind-the-meter storage to serve as “virtual power plants” to supply reliability. Developing energy storage projects requires the assistance of knowledgeable counsel and staff who can work collaboratively to address a variety of issues such as permitting and entitlements, offtake terms, interconnection, construction, equipment supply, operation and maintenance, resource adequacy, and market participation. This panel will use examples from existing and forthcoming energy storage projects and California policy developments to illustrate how energy storage is changing the landscape of California’s energy markets and how insightful planning, contracting, and procurement practices can reduce financial and other risks to the client.
