    It’s no news that public agencies are using social media as a communications tool. Even the US Supreme Court recently dubbed social media as the “modern public square.” Yet, complying with the PRA requests for these records is neither easy nor intuitive. In this session, participants will learn how to comply with requests and produce records, including edited or deleted posts and comments, and how best to archive these records in accordance with current laws.

    Peter Boulton
    Peter Boulton is a Solution Advisor with Pagefreezer Software. His expertise is in the area of electronic recordkeeping, where he helps organizations manage data such as website content, social media channels, mobile text messages, and enterprise collaboration platforms for compliance and litigation purposes. Peter works exclusively with U.S. public-sector agencies, and many of them are situated in the State of California.
    Jeremy Jungreis, Attorney
    Jeremy Jungreis is an accomplished water and environmental attorney with extensive experience guiding public and private clients through complex matters. Jeremy’s practice includes environmental compliance and litigation, land use/natural resource strategies, water rights—permitting and protection—water supply and water right development, public agency law, utility law, strategic planning/coalition building, and governmental relations. He has advised public and private clients on compliance with all of the major federal and California specific environmental and land use statutes with particular emphasis on water supply, water quality, air quality and sustainable groundwater management.

    Jeremy currently serves as General Counsel for the Orange County Water District, Yuima Municipal Water District, Sewer Authority Mid-Coastside and Serrano Water District. In that capacity, he is responsible for advising his public agency clients on all of their legal obligations under the California Public Records Act, the Brown Act, and other public disclosure directives, including those that may pertain to social media.
     
    Jeremy is the past Chairman of the City of Oceanside’s Utilities Commission, and from 2009 to 2012 served on the Board of Directors of the San Diego County Water Authority. He is immediate past Chair of the Orange County Bar Association Environmental Law Section, and he currently serves as Chair of the Clean Water Sub-Committee of the Association of California Water Agencies (ACWA). He also is also on the Legal Affairs Committees at both ACWA and the California Association of Sanitation Agencies (CASA). He is a frequent lecturer on public agency governance, environmental and water law topics throughout the U.S. and abroad.
    Melissa McChesney
    Melissa McChesney has led the communications program at Padre Dam Municipal Water District since 2011 has more than 15 years of experience in the water industry working in communications and outreach. As the leader of Padre Dam's communications team, she directs, develops and implements internal and external communications strategy that include objectives, strategies and tactics to ensure overall alignment with the District's vision, mission and goals while enhancing the image of Padre Dam among customers and employees. Social media has become a significant element of the District’s communications plan over the years.

    Melissa currently serves on the Association of California Water Agencies (ACWA) Communications Committee, ACWA State Legislative Committee and serves as Director of Public Relations and membership for the San Diego WateReuse Chapter. Melissa earned her Bachelor’s degree in Communications from Sonoma State University.
