    Insurance markets have been reeling from repeated climate-related disasters in recent years and changing (and uncertain) predictions of future catastrophe risk. Major insurers have made headlines for pulling out of certain markets, leaving vulnerable residents without coverage in the private market. State insurance regulators have scrambled to respond, and state-managed risk pools in states across the US are struggling to meet surging demand. This panel will address these and related challenges, and examine what policymakers, insurers, and California residents and businesses are doing and will do, as climate change’s impact on risk and uncertainty manifests in the insurance sector. The panel will include discussion of wildfire and coastal risk, among other areas of vulnerability. Topics may include the California Department of Insurance’s recent proposed reforms, large IOUs’ recent adoption of self-insurance programs for wildfire liability, land use restrictions, the role of reinsurers and excess insurers, and how insurance challenges interact with environmental equity and justice concerns.
