    Judge Samantha Jessner will deliver our keynote address. Judge Jessner served as the Presiding Judge of the Los Angeles Superior Court in 2023 and 2024.  She was the third woman and first woman of color to serve in that role in the nearly 150-year history of the Court.  During her two-year term, Judge Jessner prioritized leading with courage, transparency, accountability, and empathy.  
     
    During her remarks, Judge Jessner will discuss how she undertook to rethink institutional processes and procedures both internally and externally that hindered access to justice and to eliminate bias and unfairness.  
     
    Judge Jessner will discuss how she led the Court’s effort to institute bail reform for non-serious, non-violent crimes, spearheaded the Court’s efforts to provide equal access to verbatim records of proceedings by promulgating the General Order which allows judges to electronically record proceedings in which fundamental rights are at stake and there is no court reporter available.  
     
    Judge Jessner will also talk about her recognition of the need for court-connected low and no-cost mediation programs in civil cases to address the significant number of litigants who cannot afford to retain the services of private mediator but would benefit from the opportunity to resolve their case.  
     
    Judge Jessner will also discuss how she reshaped the way in which judicial assignments are decided to reflect a more fair and transparent process that is compliant with the Rules of Court. Judge Jessner’s remarks will also highlight the creation of her court’s first Standard of Judicial Administration Rule 10.20 committee specifically focused on addressing bias as well as the development of a diverse leadership team and the launch of a Judicial Leadership Academy to provide judges—particularly those from underrepresented backgrounds—with the foundation to excel as leaders.  Judge Jessner will also talk about a research partnership with Stanford Law School to study how the Court provides access to justice and how it could increase participation in litigation for the many litigants who cannot afford a lawyer. 
     
    And, finally, she will address the significant role of civility in eliminating bias, referencing recent appellate decisions that emphasize respectful conduct as a judicial imperative.
