This panel will discuss legal issues surrounding local public agencies’ response to emergencies, with a focus on challenges for public agencies as they respond to the COVID-19 pandemic, as well as widespread civil unrest in response to police brutality against Blacks and other disenfranchised groups. Topics include obtaining FEMA funding, contracting/force majeure matters, labor and employment issues, and processes to consider structural changes in policing. In addition, emerging issues around California’s open meetings’ laws will be addressed, including special issues around telephonic and webcast meetings such as public access, the ability of the public to comment, closed session procedures, and whether electronic meetings are here to stay.
